Expat guide to boat and skipper licences in Mauritius

The best way to enjoy the turquoise waters and magnificent scenery of Mauritius is to set sail. Having a boat is commonplace in the island.

To operate a pleasure boat in Mauritius, you are required to possess a skipper’s license, a boat license, and insurance. 

Skipper’s licence

The International Certificate of Competence is not valid in Mauritius. The Mauritius Tourism Authority (MTA) only issues a skipper’s licence to foreign nationals holding a work or residence permit.

To obtain a Skipper’s licence, you need to submit the required documents to the MTA:

• application form
• medical certificate
• copy of passport
• resident’s card
• 2 passport photos

You will need to take theory and practical exams. The exam schedule can be found on the MTA website. Courses are offered by the organisation (in Creole) and an independent service provider (offering sessions in French and English) to prepare you for the practical test.

Pleasure Craft License (PCL)

In Mauritius, all boats must be accompanied by a Pleasure Craft Licence. Please note that a Pleasure Craft Licence does not entitle the owner to a Skipper’s Licence! 

Application for a boating licence is made via the MTA and must be renewed every year, costing from Rs4,000 to Rs20,000 for a private-use licence, and Rs1,000 for a renewal.

Before renewing your licence, contact the MTA for a technical inspection (fitness), which can be arranged throughout the year.

Buying a boat in Mauritius

While it is possible to buy a second-hand boat, you may not necessarily be aware of its entire history and could face challenges when registering it in your name.
